Key Signature help Please. Empty Key Signature help Please.

I am having probs reading key signatures! I have a score of The Sound of Silence.Hope I can explain this so you can understand.
There is a flat on the third line up on the Treble which is on B
There is also a flat on the Bass which is on the D
which notes do I flat?
Sorry I am not so good at explaining.
Thanks for trying to help in advance.
I have looked in my books and really can't make sense of it yet!!

Learn the scales and then the reading of signatures will get a lot better really fast Smile
