I think it is not a whole note beacause of that signature 3/4

But, nah.. I dont know. It cant be halfnotes either since its two of them in one bar
But do you got a full bar??? Then its not to hard to determine. Or is it just like this in the very first bar, and then the notes are Normal ??

I have no idea what it is, but as I though, the sheet didnt consist of these dots. And I know this song, and the first note in this piece is the D, so I would just forget about those dots They dont got nothing to do there hehe

See, right below the dots there's the word "ranges", so the dots are there simply to show what are the lowest and highest notes used in the song. (an octave, from D to D)
I've never seen this kind of notation on any regular sheet music before, must be some made up thing for beginners...
