What is this in place of a time signature?

What is this in place of a time signature?
Just looking over the music for Bach's Invention No. 13. There isn't a time signature, but instead there is a "C". What does that mean?

This symbol was once a broken circle, witch meant 2/4. From the 17th century.
But Today, it means Compound-Time and is used as if it was 4/4
